To prohibit the export of satellites intended for launch from launch vehicles
owned by the Soviet Union.
  Be it enacted by the Senate and House of Representatives of the United States
  of America in Congress assembled, That a license may not be issued under
  section 38 of the Arms Export Control Act for the export of any satellite
  intended for launch from a launch vehicle owned by the Soviet Union.
