Center for National Security and Arms Control Authorization Act of 1989 - Authorizes the Secretary of Energy to establish, construct, and operate a Center for National Security and Arms Control at Sandia National Laboratories in Albuquerque, New Mexico. Transfers specified real property from the Department of Defense to the Department of Energy for use as such Center.
Authorizes appropriations for FY 1990 for such Center.
