Relating to the negotiation of voluntary restraint agreements covering imported stainless steel and alloy tool steel products.

Amends the Steel Import Stabilization Act to express the sense of the Congress that the President should, in addition to extending existing bilateral arrangements governing the importation of steel products, negotiate bilateral arrangements governing the importation of stainless steel and alloy tool steel products with those supplier nations that are not party to such arrangements and have significantly increased their share of the U.S. market for such products since 1984.

A BILL
Relating to the negotiation of voluntary restraint agreements covering
imported stainless steel and alloy tool steel products.
  Be it enacted by the Senate and House of Representatives of the United
  States of America in Congress assembled, That section 803 of the Steel
  Import Stabilization Act (19 U.S.C. 2253 note) is amended--
  (1) by inserting `(a)' before `It is the sense of the Congress that--'; and
  (2) by adding at the end thereof the following new subsection:
  `(b) It is the further sense of the Congress that the President should,
  in addition to extending existing bilateral arrangements governing the
  importation of steel products, especially endeavor to negotiate bilateral
  arrangements governing the importation of stainless steel and alloy tool
  steel products with those supplier nations that are not party to bilateral
  arrangements and have significantly increased their share of the United
  States market for such products since 1984.'.
