Amends the Steel Import Stabilization Act to express the sense of the Congress that the President should, in addition to extending existing bilateral arrangements governing the importation of steel products, negotiate bilateral arrangements governing the importation of stainless steel and alloy tool steel products with those supplier nations that are not party to such arrangements and have significantly increased their share of the U.S. market for such products since 1984.
