Amends the Omnibus Crime Control and Safe Streets Act of 1968 to require a 20 percent reduction in certain assistance under such Act for any law enforcement agency which fails to have in effect a law enforcement officer's bill of rights.
Sets forth certain rights of State and local law enforcement officers with regard to: (1) engaging in political activity; (2) investigations for alleged malfeasance, misfeasance, or nonfeasance of official duty; (3) the representation of law enforcement officers on police complaint review boards; (4) legal assistance and the recovery of damages for civil suits brought for violations of these rights; (5) the disclosure of personal finances; and (6) notice of disciplinary actions to be taken against such officers.
