To amend title 18 of the United States Code, to provide for rewards for information leading to the apprehension and conviction of certain kidnapers.

Directs the Department of Justice to offer a reward for information leading to the apprehension and conviction of a kidnapper if: (1) the victim of the offense is physically harmed; and (2) the offender demands a monetary ransom.
