Soybean Promotion, Research, and Consumer Information Act - Declares that it is the policy of the Congress to authorize the establishment of an orderly procedure to develop and implement soybean research, promotion, and consumer and industrial education in order to maintain and expand domestic and foreign soybean markets.
Directs the Secretary of Agriculture to issue, upon request of an interested party or on the Secretary's own initiative, national soybean orders applicable to producers and first purchasers of soybeans.
Specifies required terms and conditions of any such order, including: (1) establishment of a United Soybean Board; and (2) producer assessments and assessment refunds.
Subjects a person to a fine of up to $1,000, and imprisonment for up to one year, or both, for violations of related commercial or financial information confidentiality.
Requires the Secretary, not earlier than 18 months nor later than 36 months following the issuance of an order, to conduct an initial referendum among soybean producers regarding such order's continuation. Requires approval by a majority of the voting producers. Provides for: (1) additional referenda upon the request of ten percent or more of soybean producers; and (2) reconfirmation referenda at five-year intervals.
Provides for petition and review of an order in U.S. district court.
Authorizes: (1) U.S. district courts to enforce such orders; and (2) administrative monetary penalties and cease and desist orders.
Authorizes the Secretary to: (1) make necessary investigations; (2) subpoena records; and (3) invoke court assistance.
Authorizes appropriations.
