To amend title 39, United States Code, to limit the rate of pay at which the Postal Service may compensate experts and consultants, and for other purposes.
Postal Service Consultant Control Act of 1989 - Provides that the rate payable by the Postal Service for individual expert or consultant services under a personal services contract with such individual shall not exceed the daily equivalent of the annual rate of basic pay payable for General Schedule grade GS-18.
