To promote local awareness of asbestos disposal by requiring asbestos removers to notify designated State and local officials of the disposal date, origin, amount, and location of asbestos being disposed of in their jurisdiction.
Asbestos Notification Act - Requires asbestos removers to notify the Administrator of the Environmental Protection Agency and designated State and local agencies at least 15 days before depositing asbestos-containing material at a disposal site. Sets forth information to be included in such notification.
Directs the Administrator to study the feasibility of requiring accreditation for all persons involved in asbestos-related activities, including inspections, response actions, renovations, and demolition. Requires the Administrator to develop a model contractor accreditation plan for States, to include an optional State application fee. Directs the Administrator to report to the Congress on such study.
Requires the Administrator, no later than six months after the effective date of final regulations revising the asbestos National Emission Standard for Hazardous Air Pollutants, to report to the Congress on the geographic patterns of disposal of asbestos-containing material.
Prescribes civil penalties for violations of this Act.
