Amends the Tariff Act of 1930 to require the Secretary of State to initiate negotiations with foreign countries having airports with high-volume passenger traffic with the United States in order to enter into an agreement that authorizes U.S. customs officers to be stationed in those countries for purposes of examining persons, merchandise, and aircraft prior to their arrival in the United States. Directs the Secretary to try to enter into agreements authorizing U.S. Customs officers in such countries to make arrests and seizures. Prohibits the Secretary from entering into such agreements before consulting with specified congressional committees.
