To amend the provisions of the Toxic Substances Control Act relating to asbestos in the Nation's schools by extending for one year the deadline for local educational agencies to submit asbestos management plans to State Governors and to begin implementation of those plans.

Amends the Toxic Substances Control Act to extend the deadlines to: (1) May 1, 1990, for the submission of asbestos management plans by local educational agencies; (2) December 31, 1989, for requests for deferral of such submissions; and (3) July 9, 1990, for the implementation of such plans, upon approval of a deferral request.
