Declares the U.S. policy to oppose admission of the Palestine Liberation Organization (PLO) as a member state of the World Health Organization, the United Nations (UN), its specialized agencies, or affiliated organizations.
Requires the President to withhold assessed and voluntary contributions to the UN, its agencies, or affiliates if such an entity admits the PLO as a member state.
Authorizes the President to withhold such contributions if any such entity admits as a member state any organization which the President determines does not have the internationally recognized attributes of statehood.
Permits withheld funds to remain available until expended and to be reprogrammed or transferred to any other account of the Department of State or the Agency for International Development.
Provides that the Pan American Health Organization shall not be considered to be affiliated with the United Nations.
