Summary

Amends the Communications Act of 1934 to authorize a State or local franchising authority to require a cable operator to obtain approval of any rate increase for basic cable service which exceeds the higher of: (1) five percent; or (2) the percentage increase in the Consumer Price Index for the 12 most recent months for which such Index is computed.
