Directs the Secretary of the Army to exchange certain Federal land in Madison County, Illinois, for certain land in that county owned by the Blue Tee Corporation.
Subjects the exchange of such land to conditions that: (1) allow the United States to construct, operate, and maintain the Melvin Price Lock; (2) allow the Corporation to remove any improvements on its lands to be exchanged; and (3) allow the Secretary to require the Corporation to remove any such improvements.
Requires the Corporation to pay the difference to the United States if the appraised fair market value of the land conveyed to the Corporation exceeds the appraised fair market value of the land conveyed to the United States by the Corporation.
