To amend the Consolidated Farm and Rural Development Act to ensure that farmland held by the Farmers Home Administration is sold at fair market value to qualified persons.

Amends the Consolidated Farm and Rural Development Act with regard to farmland held by the Farmers Home Administration to: (1) restrict subsequent transfers; (2) require that farmland be offered to persons selected randomly from among eligible producers; and (3) require farmland to be sold at fair market value.
