To amend the Clean Air Act to require incinerators located in nonattainment areas to periodically reduce emissions.

Amends the Clean Air Act to limit permits issued after 1989 to municipal solid waste incinerators in nonattainment areas to periods of five years. Authorizes the permitting agency to periodically reissue permits for successive terms not to exceed five years. Sets forth requirements for reissued permits.
