To provide for a marketing loan program for the 1991 through 1995 crops of wheat, feed grains, soybeans, and sunflowers.
Farm Program Improvements Act of 1989 - Amends the Agricultural Act of 1949 to permit agricultural price support loan repayments for the 1991 through 1995 crops of wheat, feed grains, soybeans, and sunflowers at the lesser of the original level or current regional or State daily average market prices.
