To make appropriations for the Environmental Protection Agency for grants to States for radon assessment and mitigation and for conducting a study to determine the extent of radon contamination in school buildings.

Authorizes appropriations to the Environmental Protection Agency for FY 1990 for: (1) grants to States under the Toxic Substances Control Act for radon assessment and mitigation; and (2) a study under such Act to determine the extent of radon contamination in school buildings.
