To amend the Domestic Volunteer Service Act of 1973 to establish a program of grants for the expansion of opportunities for youths to provide community service.
Service America, the Service to America Act of 1989 - Title I: School and Campus Based Community Service - Amends the Domestic Volunteer Service Act of 1973 (the Act) to authorize the Director of the ACTION Agency (the Director) to make grants to States or local applicants to create or expand service opportunities for students and out-of-school youth.
Limits the term of such grants to three years.
Authorizes appropriations for FY 1990 through 1994.
Requires annual reports by States to the Director, and by the Director to the Congress, on the status of youth service programs.
Authorizes the Director to fund: (1) one or more national or regional clearinghouses on service; and (2) national model youth service programs.

Title II: Expanded Opportunities for Full-Time Service - Amends the Domestic Volunteer Service Act of 1973 (the Act) to authorize appropriations for the Volunteers in Service to America (VISTA) Program for FY 1991 through 1994. Requires that certain funds be set-aside for such fiscal years to provide specified numbers of years of volunteer service under the VISTA Program.
Authorizes appropriations under the Act for the University Year for Action Program for FY 1991 through 1994.
Title III: General Provisions - Sets forth the effective date of this Act.
