Amends the Harmonized Tariff Schedule of the United States to suspend the duty on dimethylbenzylidene sorbitol and 4,4'-isopropylidenedicyclohexanol through the earlier of: (1) December 31, 1991; or (2) the date on which the Secretary of Commerce publishes a notice in the Federal Register that the production capacity in the United States for such chemical is sufficient to meet domestic requirements.
