Amends the Harmonized Tariff Schedule of the United States to suspend, through December 31, 1996, the duty on: (1) machines used in the manufacture of bicycle wheels; (2) bicycle handlebar stems made wholly of aluminum alloy and valued over $2.15; and (3) bicycle handlebar stem rotor assemblies. Extends the suspension of duties on certain bicycle parts. Sets a duty on cantilever brakes.
