To amend the Upper Mississippi River Management Act of 1986 to extend the amounts authorized for an additional two years without increasing the total amounts authorized.

Amends the Upper Mississippi River Management Act of 1986 to extend authorized appropriations for certain water resource development programs and recreational projects from ten years to 12 years without increasing the total amounts authorized, by authorizing 11th- and 12th-year appropriations in the amount of the aggregate differences between the amounts authorized and the amounts appropriated for the preceding ten years.
