Urges the President, pursuant to provisions of the Omnibus Trade and Competitiveness Act of 1988 relating to bilateral agreements that eliminate tariff and nontariff trade barriers, to initiate consultations with Korea to determine the feasibility of negotiations for a trade agreement that creates a free trade area between it and the United States. Sets forth the negotiating objectives for such an agreement.
