Amends the Forest and Rangeland Renewable Resources Research Act of 1978 to direct the Secretary of Agriculture to establish a Center for the Improved Utilization of Wood and Wood Products.
Divides such Center's activities into two components: (1) support for basic and applied research in wood utilization; and (2) technical assistance in the area of wood products development.
Sets forth the following activities for the research component: (1) assistance in the identification of research needs in the area of wood products utilization; (2) sponsorship of a competitive research grant program to support both basic and applied research; (3) dissemination of research results; and (4) collection and maintenance of a library that contains current research and statistical data in the area of the utilization of woods.
Sets forth the following activities for the technical assistance component: (1) assistance for small business or individuals in solving problems concerning the engineering, manufacturing, marketing, and sale of wood products and in utilizing the resources of the university in their wood products research and product development; (2) employment of a full-time staff person to provide counseling in bringing wood products to market; and (3) assistance in research and technology transfer to individuals involved in wood products development.
Authorizes the Secretary to provide a specified amount for the Center. Declares that a grant under this Act may only be made on a 50 percent matching basis from non-Federal sources.
