To modify the boundaries of the Everglades National Park and to provide for the protection of lands, waters, and natural resources within the park, and for other purposes.
Everglades National Park Protection and Expansion Act of 1989 - Title I: Everglades National Park Expansion - Modifies the boundaries of the Everglades National Park, Florida. Authorizes the Secretary of the Interior (Secretary) to acquire lands for addition to the Park. Expresses the intent of Congress that acquisition within the boundaries of the addition shall be completed within five years after enactment of this Act. Authorizes appropriations.
Authorizes the Secretary to expedite the construction of a visitor center facility at Everglades City, Florida. Designates the facility the Marjory Stoneman Douglas Center.
Directs the Secretary of the Army, upon completion of a final report by the Army Corps of Engineers, to construct modifications to the Central and Southern Florida Project to improve water deliveries to the Park. Requires the Secretary of the Army to make a determination as to whether a specified residential area within the East Everglades or adjacent agricultural areas will be adversely affected by such project modifications. Directs the Secretary of the Army, if he makes an affirmative determination, to undertake measures to prevent flood damages to such areas which are attributable to improved water deliveries.
Prohibits the issuance of any Federal license or assistance with respect to the West Dade Wellfield until the Secretary, the Governor of Florida, the South Florida Water Management District and Dade County, Florida, enter into an agreement providing that the South Florida Water Management District's water use permit for such wellfield include specified conditions.
Title II: Fort Jefferson National Monument Redesignation Study - Requires the Secretary, within two years after enactment of this Act, to transmit to specified congressional committees a study of the feasibility of expanding and redesignating Fort Jefferson National Monument as Fort Jefferson National Park.
