Amends Federal law to deny annuity benefits to a Member of Congress convicted of a State or Federal felony. Authorizes the restoration of such annuity if the individual is pardoned by the Governor in the case of a felony under State law, or in the case of a reversal.
Amends the Ethics in Government Act of 1978 to require a Member in office for any period of time in a calendar year to file a financial disclosure report.
Amends the Federal Election Campaign Act of 1971 to prohibit previously exempted Members from expending excess campaign funds for their personal use.
