To amend the Federal Rules of Evidence to provide an explicit exception in certain child abuse cases.
Child Abuse Court Reform Act of 1989 - Amends the Federal Rules of Evidence to provide a hearsay exception with respect to statements by children (under the age of 14) regarding their sexual or physical abuse, if: (1) the court finds the statement has circumstantial guarantees of trustworthiness; and (2) there is a substantial likelihood that the child would suffer serious emotional or psychological harm if required to testify.
