Armed Felon Prohibition Act of 1989

Armed Felon Prohibition Act of 1989 - Amends the Federal criminal code to prohibit any licensed dealer from transferring a handgun to an unlicensed individual without being presented with a valid: (1) permit issued by the chief law enforcement officer of such individual's place of residence; and (2) identification used to obtain such permit.

Sets requirements for the issuance of such permits, including: (1) a background check by the Federal Bureau of Investigation (FBI); (2) a seven-day waiting period before a handgun may be transferred by the dealer to the individual if the FBI has notified such officer that such individual does not fall within a specified category of individuals (including fugitives, unlawful drug users, or addicts); and (3) a 30-day waiting period where the FBI has not so notified such officer.

Requires the destruction of information obtained from an individual applying for a permit after 60 days if no information has been obtained that such transfer would violate Federal, State, or local law.

Subordinates this Act to more restrictive State law provisions.
