Provides that provisions of the Endangered Species Act which require Federal agencies to insure that their activities are not likely to jeopardize the existence or habitat of an endangered species shall not apply with respect to the spotted owl and timber sales on National Forest System lands for five years.
Directs the Secretary of Agriculture to report to Federal agencies making decisions on the status of the owl and to the House Committee on Agriculture and the Senate Committee on Energy and Natural Resources on: (1) the range and requirements of habitats occupied by such owls, including the extent of their use of non-old-growth timber stands in California, Oregon, and Washington; and (2) the extent of habitat suitable for the owl.
