Amends the Supplemental Appropriations Act, 1983 to prohibit a Member of Congress from accepting honoraria and payment of travel expenses in connection with a speech or appearance if the payment is for a stay by the Member for more than four consecutive days.
Amends the Federal Election Campaign Act of 1971 to prohibit the personal use of campaign funds by congressional candidates.
Amends the Federal Salary Act of 1967 to prohibit the recommendations of the President with respect to congressional salaries from taking effect unless a joint resolution of approval is passed by the House of Representatives and the Senate by a recorded vote.
Provides for a pay increase for Federal officials and judges beginning on or after January 1, 1990.
