Amends title VII (Administration) of the Social Security Act to place the Office of Rural Health Policy under the direction of a Deputy Under Secretary for Rural Health responsible for reporting directly to the Secretary and Deputy Under Secretary of Health and Human Services. Makes such Office independent of other offices, services, and components of the Department of Health and Human Services.
