To amend the Clean Air Act to require new stationary sources of air pollutants which are located in nonattainment areas to periodically reduce emissions.

Amends the Clean Air Act to limit permit terms for new major stationary sources of pollutants in nonattainment areas, requiring compliance with the expiring conditions and with the lowest achievable emission rate determined at the time of reissuance.
