To apply sanctions against foreign entities that provide, or have provided, assistance in the construction or operation of the chemical weapons factory at Rabta, Libya.

Requires the Director of Central Intelligence to determine a list of those foreign firms and other entities that: (1) engaged in the construction of the chemical weapons factory at Rabta, Libya; or (2) supplied goods or other services that were utilized in its design or operation. Prohibits: (1) the importation of goods produced by such entities; and (2) any U.S. agency from contracting with, or procuring goods or services from, such entities.
