Directs the Secretary of Energy to: (1) evaluate alternative waste disposal sites regarding specified civilian energy research and development projects before making site selections in Missouri; (2) report such evaluation results to the Congress and to Missouri officials; and (3) make the site selection in accordance with the evaluation report.
States that if the St. Louis airport site is selected, the Congress expects the city of St. Louis to donate the site property to the Department of Energy. Limits the use of such site to waste brought from specified civilian energy research and development projects.
