To amend the Food Security Act of 1985 with respect to wetlands, and for other purposes.
Wetlands Conservation Amendments Act of 1989 - Amends the Food Security Act of 1985 to revise the definition of wetland for land conservation purposes to mean land that supports hydrophytic (water) vegetation under current land use practices.
Provides for agricultural committees in each State to set penalties for misuse of wetland based on the presence or absence of intent.
Exempts certain previously farmed land from loss of benefits due to misuse of wetlands.
