To direct the Secretary of the Army to initiate design, planning, and engineering of the project for a second lock at Sault Sainte Marie, Michigan, authorized by the Water Resources Development Act of 1986 to provide for modification of cost sharing for that project, and to extend the authorization for that project.

Directs the Secretary of the Army, notwithstanding specified requirements of the Water Resources Development Act of 1986, to initiate and complete the design, planning, and engineering of the Sault Sainte Marie lock project.

Requires that the Secretary modify such project to reduce the share of the cost of construction required to be paid by non-Federal interests.

Extends the authorization of such project to the end of FY 1993.
