Requires the cost-of-living adjustments in FY 1990 for persons receiving military retired pay or an annuity under a veterans' survivors' benefits program to take effect.
Prohibits any reduction or suspension of such adjustments under any presidential order or any other provision of law, except applicable Federal armed forces provisions.
