Smithsonian Institution's National Numismatic Collection Act of 1989 - Requires the Director of the Mint to transfer 200 sets of coins in metals other than gold or silver to the National Numismatic Collection of the Smithsonian Institution for purposes of trading these sets with other museums, national mints, or private minting facilities that strike or produce foreign coins or currency. Authorizes the curator of such Collection to request and receive on permanent loan from the U.S. Mint at least two exemplars of each coin struck by each minting facility each year. Provides for the exchange by each minting facility of coins of gold, silver, or other bullion between the curator of such Collection and: (1) the Director of the Mint; and (2) foreign mints. Authorizes appropriations.
