To amend title 18, United States Code, to impose criminal penalties for early disclosure and use of certain timesensitive official economic information.

Amends the Federal criminal code to establish criminal penalties for the early disclosure or use of "time-sensitive official economic information." Defines "time-sensitive official economic information" as economic information prepared under the Secretary of Commerce, the Secretary of Labor, or the Federal Reserve Board, the disclosure of which before a specified time may affect: (1) a currency exchange rate or interest rate; (2) the commercial market value of a commodity; or (3) the market value of a stock, bond, or other security.
