Amends the Federal criminal code to establish criminal penalties for the early disclosure or use of "time-sensitive official economic information." Defines "time-sensitive official economic information" as economic information prepared under the Secretary of Commerce, the Secretary of Labor, or the Federal Reserve Board, the disclosure of which before a specified time may affect: (1) a currency exchange rate or interest rate; (2) the commercial market value of a commodity; or (3) the market value of a stock, bond, or other security.
