Establishes the Grand Island National Recreation Area, Michigan, to provide for the conservation of the natural resources of such area. Requires the Secretary of Agriculture to develop a management plan.
Directs the Secretary to establish the Grand Island Advisory Commission to provide advice to the Secretary with respect to the preparation of such management plan. Requires the Commission to recommend proposals for non-Federal development on Grand Island. Authorizes appropriations.
