Provides for the appointment of enlisted members of the armed forces to the American Battle Monuments Commission. (Currently, such appointments are limited to commissioned officers.)
Directs the Secretary of Veterans Affairs to provide a grave liner for each grave within the National Cemetery System if the cemetery: (1) was established on or after January 1, 1987; or (2) had over 200 interments during the preceding year.
Directs the Secretary to enter into a contract with the State of Michigan under which the Secretary shall operate and maintain the cemetery located in Mackinac Island State Park, Michigan, in accordance with standards applicable to cemeteries within the National Cemetery System.
