Amends the Federal Water Pollution Control Act to declare that it is the national policy that: (1) a research and demonstration effort should be made to eliminate the discharge of pollutants into navigable waters, waters of the contiguous zone, and the oceans; and (2) the program to prevent the discharge of oil into navigable waters should consider a requirement to use synthetic liners for secondary means of containment around and under certain oil storage tanks located near navigable waters, to prevent leaching of oil spills through the ground, and to aid in leak detection.

IN THE HOUSE OF REPRESENTATIVES March 14, 1989 Mr. KOLTER introduced the following bill; which was referred to the Committee on Public Works and Transportation A BILL To amend the goals of the Federal Water Pollution Control Act. Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That section 101(a) of the Federal Water Pollution Control Act (33 U.S.C. 1251(a)) is amended by striking out `and' at the end of paragraph (6) and striking out the period at the end of paragraph (7) and inserting in lieu thereof a semicolon and the following new paragraphs: `(8) it is the national policy that a major research and demonstration effort be made to eliminate the discharge of pollutants into the navigable waters, waters of the contiguous zone, and the oceans; and `(9) it is the national policy that the program to prevent the discharge of harmful quantities of oil into navigable waters be enhanced to consider a requirement to use synthetic liners to line the secondary means of containment around and under certain bulk oil storage tanks located near navigable waters, to prevent leaching of oil spills through the ground, and to aid in leak detection.'.
