To create the office of Delegate for United States Citizens Abroad.
Overseas United States Citizens' Representation in the Congress Act of 1989 - Provides for representation in the House of Representatives of citizens residing outside the United States by a nonvoting delegate. Requires that such delegate be elected by absentee ballot by citizens who have the right to vote in Federal elections under the Uniformed and Overseas Citizens Absentee Voting Rights Act.
Sets forth eligibility requirements for such office. Requires a commission appointed by the President to determine the procedures and regulations for election to such office.
