To authorize the Coast Guard Environmental Compliance Account, and for other purposes.
Coast Guard Environmental Compliance Account Authorization - Requires authorization by law before amounts are appropriated for the use of the Coast Guard for compliance with environmental laws and regulations at Coast Guard facilities.
Directs the Secretary of Transportation to carry out a program of environmental compliance and restoration at Coast Guard facilities. Applies provisions of the Comprehensive Environmental Response, Compensation, and Liability Act to contractors entering into response action contracts under these provisions. Requires the Coast Guard to indemnify the contractors to the extent that adequate insurance is not generally available at a fair price.
