To amend the Surface Mining Control and Reclamation Act of 1977 to facilitate the use of abandoned mine reclamation fund moneys to replace certain water supplies adversely affected by coal mining practices.

Amends the Surface Mining Control and Reclamation Act of 1977 to authorize any State to expend up to 50 percent of its allocated mine reclamation funds to construct public water distribution facilities and water treatment plants to replace water supplies adversely affected by coal mining practices.
