Amends the Agricultural Act of 1949 to permit subsequent holders of producer reserve wheat and feed grain certificates to redeem such certificates in the same manner as the original holders.

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That section 107E(b)(3) of the Agricultural Act of 1949 (7 U.S.C. 1445e(b)(3)) is amended by inserting `which shall enable subsequent holders of such certificates to redeem such certificates under the same rules that apply to original holders of such certificates' before the semicolon.
