To establish certain requirements with respect to the Superconducting Super Collider project.
Superconducting Super Collider Non-Federal Contribution Act of 1989 - Directs the Secretary of Energy to seek commitments for foreign contributions to the Superconducting Super Collider project.
Sets eligibility guidelines for foreign contract recipients. Prohibits more than 50 percent of any major system or component of the project from being of foreign manufacture, except in certain circumstances.
Sets guidelines under which the Secretary must negotiate with the State selected for the project to determine a mutually agreeable payment schedule for making contributions to the project.
