National Mars Commission Act - Establishes the National Mars Commission to: (1) develop a strategy for international cooperation on unmanned Mars projects, including safeguards against unwanted transfers of technology; and (2) prepare a detailed proposal for an international manned Mars mission.
Directs the Commission, within six months, to submit to the President and the Congress: (1) a report outlining preliminary international cooperative strategies with respect to unmanned Mars projects; and (2) an initial proposal for an international manned Mars mission.
Terminates the Commission 30 days after submission of its final report.
