To amend the Federal Power Act to guide the Federal Energy Regulatory Commission in the issuance of licenses to operate existing hydroelectic facilities.
Public Interest Hydroelectric Licensing Act of 1989 - Amends the Federal Power Act to state that it does not mandate licensing of the continued operation of an existing hydroelectric project located on non-navigable waters and unimproved since August 26, 1935.
Prohibits the Federal Energy Regulatory Commission from issuing a license to any person but the owner of such a project.
