Sugar Supply Stabilization Act of 1989 - Amends the Agricultural Act of 1949 to reduce sugar support price levels beginning in 1989.
Increases sugar import levels for 1990 through 1993.
Directs the Secretary of Agriculture to: (1) endeavor to reduce the difference between the sugar support price and the market stabilization price by using alternative methods to determine transportation differentials and regional loan rates; and (2) report to the appropriate congressional committees.
