Expresses the sense of the Congress that: (1) the Republic of Hungary is successfully making a peaceful transition from socialist dictatorship to Western democracy; and (2) the Hungarian Parliament is dedicated to the principles of human rights and free markets and the Hungarian Government fully desires to integrate the country into the free world of nations.
Declares that, upon Hungary's withdrawal from the Warsaw Pact and the final withdrawal of Soviet troops from Hungarian territory (scheduled for June 1991), Hungary will have regained its freedom from Soviet influence and should no longer be considered a socialist, one-party state, but a representative democracy.
